PLANS UNVEILED FOR KINGDOM PARK - A £140 MILLION REGENERATION PROJECT FOR CENTRAL FIFE

Plans for a £140 million regeneration project which could create up to 4000 new jobs in Central Fife have been unveiled in what could potentially be a public/private partnership with Fife Council.

In a joint venture, Edinburgh based Premier Property Group and the Muir Group from Fife, today, Tuesday, 21 December applied for Outline Planning Permission for a 148 acre integrated development provisionally named Kingdom Park, that would transform North East Kirkcaldy and Levenmouth.

Highlights of the planned development which would be built off the A 92 between Dunfermline and Kirkcaldy at the Redhouse junction include: -

• £140 million investment

• Creation of up to 4000 new jobs.

• High quality retail and leisure developments.

• Creation of business and industrial park, distribution warehousing and hotel/leisure uses

• Remediation and restoration of unstable land

• Upgrading of transportation infrastructure

• Creation of long awaited Standing Stane Link Road between North East Kirkcaldy and the Levenmouth area (at no cost to the public purse).

• Other high quality road links and new roundabouts will provide upgraded and direct link into Mitchelson Industrial Estate whilst connecting the new developments to the main road networks.

• Major improvements in public transport linking existing and new developments.

• Opencast coal extraction to be carried out to finance the necessary ground stabilisation works prior to the development.

Jestyn Davies, a Director of Premier Property Group said, "This site has been specifically chosen to maximise its attractiveness and accessibility for industrial and business end users in order to generate and sustain permanent jobs. £20 million would be invested in infrastructure in the short term and a further £100 million in employment buildings and £20 million in retail and leisure.

"It is estimated that this investment will provide for up to 4000 permanent new jobs over the next 10 years, remediating and developing land which is currently undermined and unserviced. At the heart of the development is a regeneration strategy which links a series of investments in a way that can be managed to provide new jobs and significant planning and community benefits.

“We believe this is a true partnership opportunity as the Council can use its own land holdings in the area to become an active partner in this project. The regeneration strategy is the result of an innovative approach. This will use the higher value developments to cross finance both the ground remediation and infrastructure that is required to service and promote the business and industrial area where the bulk of the new jobs will be created.

"Historically, the economy of the regeneration area has been based upon traditional industries, predominantly mining. The regeneration package will secure a major, high quality business development which would enable Central Fife to compete in the current climate of market driven economic development.”
